Returns the wait time (in seconds), if there is currently no message
available.

Remarks
Applicable only for a Dequeue operation. Possible return values include:
· OAQ_DQ_WAIT_FOREVER (-1) (Default) - Wait forever.
· OAQ_DQ_NOWAIT (0) - Do not wait.
